Museveni orders fresh inquiry into UPDF Somalia theft

President Museveni has ordered for fresh investigations, the third in a row, into the alleged theft and sale of the army’s food, fuel and weapons by UPDF commanders on assignment in Somalia.

There are disturbing accounts that some military supplies, including bullets, were sold to al-Shabaab fighters when AMISOM forces have suffered ammunition stockouts.

The latest investigation, sources told this newspaper, is being headed by the Chief of Staff of Land Forces, Brig Leopold Kyanda, and follows a recent one by the military Intelligence’s chief of Special Investigations Bureau, Lt Col Moses Mwesigwa.

His inquest exposed alleged culpability of both the current and former top army leadership, but some of the suspects were not interrogated as expected, and Lt Col Mwesigwa was instead tapped to a juicy position in the Ministry of Internal Affairs.

According to highly-placed sources, Brig Kyanda’s team began questioning witnesses afresh in a city suburb last Wednesday after allegations of a cover up emerged when Brig Michael Ondoga and two subordinates were charged in court on October 30 and jailed.                 

The three suspects face between them up to a dozen charges, with none against Brig Ondoga or any senior officer relating directly to theft or weapons sale to the militants the UPDF have been fighting since March, 2007.
